For context, it is necessary to examine the text of 5.4.1.  5.4.1 suggests that there are ways to have a <text:section> without there being a requirement for obtaining it by linking:

The <text:section> element represents a named region of content in a document.

Sections are used to assign certain formatting properties to a region of text or to group text that is automatically acquired from an external data source.
This suggest that the region assigns formatting properties, but I can't tell if the that has to be to text "that is automatically acquired ... ."  

Sections support two ways of linking to external content. IF A SECTION IS LINKED TO another document, the link can be through one of the following:
Notice the IF.  I assume her that there is a section that is not linked to another document.  Maybe it is linked to something else?  Not linked at all.

Then, after discussing that there can be only one of the two alternative ways of linking used, it says

A section that links to external content contains a full representation of the data, so that consumers need to understand the linking information only if they wish to update the contents of the section.

Suggesting, to me, that not all sections must link to external content.  The business about updating the contents should probably be about *REFRESHING* the content from the source, since one might update the content without doing that (and a warning note about that is appropriate).
