I did some research: The attribute goes back to a proposal from David Faure (KOffice):

This proposal was discussed and refined by the TC, and turned into the draw:stroke-dash-names.

Maybe Jos can help us to figure if it used by KOffice. If it is used by KOffice, then we definitively should keep it. If it is not used by KOffice, we may deprecate it, but we should not remove the attribute from one version to another without deprecating it first.
