In principle this is documentable, but with some limitations. For instance, some formatting properties like the default fonts and font sizes are user configurable. The documentation here could only say "user defined".  We further have to consider that different kind of documents and different kind of style families may have different defaults. So, the documentation won't be as easy as it may look at the first glance.

The more interesting questions: What do you win if the implementation specific defaults are documented? You would only win something if you at the same time evaluate which application wrote a document. But this is something we really should not recommend. So, the best thing one could do to actually store the default values that matter in the documents.

BTW: The TC already started to collect the defaults in order to define defaults for ODF itself. But we deferred this to ODF-Next.

Taking it all together, I'm in favor of "implementation dependent", too.
