I am not saying that tracked changes have to be shown.  I am saying that whether they are shown is a significant feature of how tracked changes works (e.g., in terms of rejection and acceptance of changes), and it is useful to pass that along with the fact that tracked changes is turned on or off in the document as produced.

I also find it odd to be able to specify that tracked changes is on or off but not be able to specify whether any tracked changes (if supported) are also to be shown or not.
