This is a general problem. Also, we don't say what applies to ODF 1.0 and 1.1 documents. We can only say what applies to ODF 1.2 producers and consumers. It *appears* that we are making an up-level provision for ODF 1.2 consumers to be able to treat ODF 1.0/1.1 documents as if they are ODF 1.2 documents with respect to IDs. [The use case of ODF 1.0/1.1 documents that are relabeled as ODF 1.2 without recreating them is also covered, though I don't think we should give it much credence.] We are certainly making a down-level provision when, in the case of their co-occurrence, we require that there NCName values be the same (although only one of them is an ID, in compliance with [xml-id]).
