See the description of form:page-step-size as a "second level" in ODF 1.2 CD05 and in ODF 1.1 11.3.19:Page Step Size andl also the very beginning of ODF 1.1 11.3.19: "The new <form:value-range> element defines a control which allows the user to select a value from a continuous number range. Possible representations include scroll bars and spin buttons."

Trust me that I would not make anything like that up.  Also "selecting a value" as opposed to just entering it, or being able to select/enter (a common pull-down case, even if there is a scroll bar in the pull-down) does not seem to be excluded.

The ODF 1.1 material has been somewhat neutered in ODF 1.2 (other than the weirdness about strings for values in the range, not numbers, and integers in the step sizes).

It seems that information was lost in moving from ODF 1.1 to 1.2 or it was thought better of, but it is not clear what is intended for these two attributes, which is why I separated them out.
