I am curious why this case is not harmonious with others where if the content is present, it can be used, and if there is an xlink:href as well, it can be used to obtain/refresh the content.  When there is an xlink:href, the <draw:image> xlink:show="embed" and xlink:actuate="onLoad" conditions seem to suggest that the content, if present, is the last content obtained by the producer.
