1. I agree that we need other views.

2. I find it odd that we keep having to discuss XSD 1.1 when we don't use XSD 1.1.

3. I believe that this proposal does exactly what is provided for here: "Applications which depend on anyURI values being legal according to the rules of the relevant specifications should make arrangements to check values against the appropriate definitions of IRI, URI, and specific schemes." 

[RFC3987] is one of the relevant specifications, and we shoud assert that [RFC3987] be honored in the ODF 1.2 applicaiton of anyURI for IRI references.  We say that a conforming document shall honor that.  It might not be by schema processing, but it is still something we can and should require.

That XSD 1.1 is proposed to remove all syntactic constraints on anyURI, making it far looser than the [xmlschema-2] anyURI seems to make it more urgent for us to assert [RFC3987], not less urgent.

That's my rationale for this.
