I'm a little confused.

I assume a macro is not expressed in OpenFormula.  

Maybe a macro is invoked from an OpenFormula formula?  Then I can imagine SHEET functions in macros binding as if they were in the context of formula itself and working accordingly.  I think OpenFormula is silent on this though..  

Even if that binding is part of the hosting and evaluation context of the macro, sort of like there being an object model and environment available to the macro based on where it is invoked from, it is difficult to know how the SHEET function of the macro would be defined.  Maybe maybe the result is whatever it would have been in the formula itself (and the REFERENCE-RESOLVER would likely come into play in that case).   

But, in some sense, how a SHEET function reference supported by a macro is related to the SHEET function in an OpenFormula expression doesn't seem to be anything OpenFormula is obligated to address.  It looks like that is all up to the macro system.  At least in this incarnation?

Coming back to the original question, I assume that it is the hosting of the evaluation that has no SHEET context that determines that fact and provides an Error-type result.
