For instance: A form usually will be a text document that contains form controls which are bound to a database. But if someone creates a document without controls then this could be also stored as form. It's not a useful form of course, but is could be stored as form. There is nothing which says that a form must contain controls. But a form may also be a spreadsheet, or a presentation, or even a math document.
