Regarding recommended formats: What we must consider here is that images are not inserted by applications, but by the authors of the documents. Further, for good reasons, applications have options to store images in the original format. So, the document authors determine what image formats are used in documents rather than us. We also should also consider the current status of the ODF 1.2 specification. It may be worth to discuss recommendations for image formats whatever these are. But isn't this something for ODF-Next? 

Regarding <office:binary-data>: Of course one could add some advice regarding the possibility to detect the format of the data in <office:binary>. But given that the element exists since ODF 1.0 and given that we heard no complains from implementers, is that really needed? I don't think so.
