Re a) In which way does the proposal break existing ODF 1.1 application? Is it because Gnumeric uses style:text-rotation-angle for the rotation of labels? In that case, the situation is that Gnumeric does not implement the style:rotation-angle attribute, but the use of the attribute does not break anything. Actually the situation isn't different than using style:text-rotation-angle. That's not implemented in OOo, but the fact that Gnumeric uses a different attribute does not break anything. However, we should agree which of the two methods we prefer.
Re b) I'm not sure about this. style:text-rotation-angle rotates text portions within a text flow. It is indeed nowhere stated that it cannot be used to rotate labels .But given that its only values are 0, 90 and 270, I don''t think we can say that it makes much more sense to use that attribute. I know, you would like to extend the value range of style:text-rotation-angle. But given that the value restriction did also exist in ODF 1.0 and 1,1 and that we also has the style:text-rotation-angle attribute without value restrictions in ODF 1.0 and 1.1, we cannot really argue that it makes more sense to use prefer style:text-rotation-angle.
