To answer Robert Weir's question: This is one of the EXTREMELY rare cases where the committee invented a function. As noted above, Gnumeric then went and implemented it, so it's no longer an unimplemented function.  The issue was that there was no function that could take text and convert it reliably into a number without locale issues.  Given that the language is designed to process numbers, that seemed to be a problem, and it was an internationalization issue (and the committee has tried to be very sensitive to internationalization issues).  This text-to-string need is especially an issue when the text values come from external sources.  Early proposals proposed to take a text to convert and a locale value, but that turned out to be extremely complex.  In practice, what you really need to do is to say if "." or "," is the decimal separator, and possibly handle a group separator, which is easy to implement and greatly improves the formula language's internationalization.
