+1 On the direction the proposal is going.  I think this is great progress.

I think we need something about the evaluation of named expressions, and also when a named expression produces a Reference (range) versus more expression to evaluate.  For both cases, we need to say something about the context in which the evaluation of the named-expression occurs: Iis it the same context as that of the current evaluation, can there be differences in context, must the named-expression also be an OpenFormula expression?  We might want to make handling of non-OpenFormula expressions and non-OpenFormula references be implementation-defined/-dependent.

I mention context because any non-absolute references in the named expression/range will need to be based on something.

It would seem that resolving named-expressions is a Host-Dependent Behavior, too, but that can be dealt with separately.
