Let me not be so hard-headed about this (as in my previous comment).

While I think removal is completely appropriate because of the nasty implementation dependencies, there is another way that we might consider:

a) Move HYPERLINK to the list in 2.2.4

b) Make a very simply description of what HYPERLINK does as a function evalation consistent with the rules for evaluation.

c) Indicate that when the function is evaluated successfully, there is also a Host-Defined behavior that applies to the value of the hyperlink parameter at that point, even though the overall evaluation has not necessarily concluded.

I also want to post a couple of simple examples so I can figure out a way to describe the Host-Defined behavior properly.  I'll do that here.
