Michael, I'm really confused now.

I mirrored *exactly* the language that [xmlschema-2] uses for what *it* says the lexical space of anyURI is, and what it says about minimally-conforming processors.

So, if you don't object to [xmlschema-2] anyURI, how can you possibly object to this?

Are you actually proposing to have more than IRIs in anyURI, and then handle them in Part 3 ?

I don't understand allowing anyURI that we have no way of resolving, especially when our procedures are drawn from [RFC3987] and [RFC3986]?

Do we have any users clammoring for more than IRI ?  How do we demonstrate to those who do want IRI that we have diligently provided for that?
