Needs Discussion Issue, Agenda for Monday

Dear TC members,

I had a look at the needs-discussion issues today. There were several 
which have been resolved after the needs-discussion flag has been set. 
My assumption is that in this case it has only been overlooked to remove 
the needs-discussion, and have removed it now.

However, there are several needs-discussion issues left. For some it is 
clear that a discussion is needed, but there are also several where this 
is not clear. I therefore would like to ask you to review these issue, 
and if you have set an issue on needs-discussion, to check whether there 
are still items to be discussed. Please indicate that by stating in the 
issue what exactly is open.

If there are further issues that in your opinion need to be discussed, 
please set them on needs-discussion, so that we can use this flag as 
basis for going through the issues in the TC call on Monday.

When setting an issue to needs-discussion or keeping it on discussion, I 
would like to ask you to differ between the cases where you object to a 
resolution because it is incorrect, and where you object to a resolution 
because you think there may be a better one. In the later case it may be 
reasonable to open a new issue, since this would allow us to at least 
integrate the resolution we have so far. It would be bad to loose a good 
resolution only because there may be a better one.
