and the description "The value of this attribute can be 0, 90, or 270. For any angle greater than 359 the remainder of a
division by 360 is used. Any angle other than 0, 90 or 270 is rounded to the nearest possible." is inconsistent by itself. Since if the only values are truly only 0,90 and 270 the statements "for any angle greater than 356"  and "for any angle other than..." nonsense. 

Current implementations (ie. OOo, Gnumeric,...) allow the label text of axes to be rotated by arbitrary angles, so clearly rotated text is supported by these implementations. [I know that OOo uses style:rotation-angle to indicate the rotation of the label text but since that attribute is described to rotate the _content_ of the axes this would (should) also rotate the tick marks etc.

I believe discussion on this issue is still needed.
