There is 15.11.12 Rotation angle. It's a table cell formatting property. It's description is:

The style:rotation-angle property specifies the rotation angle of the cell content in degrees.

An there is 15.32.2 Rotation angle. It's a chart formatting property. It's description is:

The style:rotation-angle property specifies the value of a rotation angle in degrees. See section 15.11.12 for information on using this property.

So, the attribute was clear for table cells, but there was no hint in the description itself what was rotated. But there was a hint by the position of the attribute in the specification: In the ODF 1.1 specification the attribute is described in a group of attributes that refer to labels.  That we clarify this now seems to be valid to me.

I believe the reason we had "rotates content" in an ODF 1.2 draft simply was a result of combining the two description. It was clear that cell content is not correct in all cases. Therefore, the "cell" simply has been removed from "cell content".

Please note that I have no objections if the style:text-rotations-angle attribute can be used as well. All I'm asking for is that we remove the long existing limitations on the angles (that are applied) not as part of a bug fix, but as a regular proposal (that of course may or may not be successful).

Your comment regarding "each label of the axis" is valid. We should replace
"If used with a chart style applied to a <chart:axis> element the attribute specifies the rotation angle of each label of the axis. "
with
"If used with a chart style applied to a <chart:axis> element the attribute specifies the rotation of the axis labels, each tick label is rotated, the axis title is not affected in this case."
