Dennis: I'm still not feeling too comfortable with the "The value should be an IRI-reference string as defined in [RFC3987]. ", but one may of course argue that the should exceptionally allows invalid IRIs, for instance if a document author entered them and the producer had no chance to correct or refuse it.
So, yes, I would say it is a compromise that works for me. I suggest we don't have a vote on this, but ask the TC to review the resolution and to state any objections to the resolution in this issue.
