Note: The image data may be in an arbitrary data format. Consumers have to analyze the image data to determine the data format that is used.

Re 2: This is in no way specific to BASE64 encoded image data. If the image data is in an external file, the bitmap size may also differ. But the simple question to the answer. The image data is scaled.
