I'm fine with the first change.
I'm also fine with the 2nd change, but for consistency reasons, we should use the same wording as for office:time-value. That is, instead of

For <text:user-defined> elements, this attribute is only interpreted if the the corresponding <meta:user-defined> element has attribute meta:value-type="float". 

we should say:

For <text:user-defined> elements, this attribute is only evaluated if the value type of the corresponding <meta:user-defined> element is float.
