While I agree that a default value "false" may have been a better choice, I think we should not do so now, because this would break the compatibility with ODF 1.1. The issue here is not that ODF 1.2 implementations would have to assume a different default for ODF 1.1 documents, but that ODF 1.1 implementations would assume "false" when reading an ODF 1.2 document, when no value is supplied.
