This comment is not in scope of the PRD02 public review.

Further, the only occurrence of IRIs within files within META-INF is in digital signatures. For these, section 5.3 already contains the requested normative text. The mentioned note intentionally is non normative to avoid specifying things twice. 

The 2nd sentence of the not could be omitted in future specifications, since it does not fit very well to the current description of IRI resolution.
