Regarding the question whether the comment is in scope: The PRD02 public review is limited in scope to the changes we made since CD05. We did not change the descriptions of "fixed" and "free". It therefore would require a very broad interpretation of what a "change" is to argue that this comment is in scope. However, the marking of issues as in scope of out of scope is only required for administration purposes. It should have no impact on whether and when we resolve this issue. I take it for granted that we resolve this issue in a CSD07 (if the TC agrees to prepare that) or an errata.

Regarding "What is meant should be clear enough from the context.": I think we can assume that readers of the specification will assume that we want to state something meaningful here. So, if we first say "The draw:caption-angle-type attribute specifies if the leaving angle of the line of a caption is fixed or free", and when talk about a an "escape angle" in the descriptions of the attribute values, then readers probably will figure out that we are talking about the same angle here. Please note again that this does not mean that we should not correct this. But it means that we don't have a severe issue here.
