The first sentence in 20.290 is:
"The style:horizontal-pos attribute specifies the horizontal alignment of a frame in relation to a specific area for documents with an <office:text> element."

The phrase "specific area for documents with an <office:text> element" from this first sentence is repeated in the descriptions of the attribute values.

The new paragraph
"The area where the position for the horizonzal alignment appears to is specified by the style:horizontal-rel attribute." 
and the former paragraph
"The area where a position appears to is specified by the style:horizontal-rel attribute."
state that this "specific area" is specified by attribute style:horizontal-rel.
This is the relationship you have been asked.

Additional note:
For me phrase "documents with an <office:text> element" denotes the same as phrase "text documents".
