I have notified the Plugfest list and some implementers about this.  The corrective behavior being discussed, so an Errata won't break them, is to accept both URIs, the incorrect one and the correct one (which is allowed by reference), but to only produce the correct one.  None of these raise the implementation-defined case and the behavior is conformant.
