Well, true but 17.2 reports: 

"The <style:page-layout-properties> element acts as a container for attributes and elements that *define a page layout.*"

What is more troubling is that the reference insertion is automatic (script-driven) so a reference to <style:page-layout> should resolve to 16.5 and not 17.2. 

That is I don't ever insert cross-refs in the text, I simply insert the attributes/elements with their styles and the script does all the references. Would be a nightmare otherwise. 

Investigating. Script should insert correct cross-refs.
