20.314 and 19.500 describe different attributes that happen to have the same name:

20.314 describes an attribute of <style:page-layout-properties>

19.500 describes an attribute usable with the following elements: <text:character-
count> 7.5.18.5, <text:database-row-number> 7.6.6, <text:image-count> 7.5.18.7,
<text:linenumbering-configuration> 16.29.1, <text:list-level-style-number>
16.32, <text:notes-configuration> 16.29.3, <text:object-count> 7.5.18.8,
<text:outline-level-style> 16.35, <text:page-count> 7.5.18.2, <text:page-
number> 7.3.4, <text:page-variable-get> 7.7.1.3, <text:paragraph-count> 7.5.18.3,
