Approve Change Tracking WD 04 as CND 01 - voting ends 7 Jan

This ballot closes on 7 Jan but only 7 votes to date - please do consider voting on this if you are a voting member of the TC.

One comment suggests we are voting on an approach to change tracking, but this is not so, the report is intended to get feedback on the questions in the conclusion, given the background of the two proposals and the analysis of them. Voting for the report is therefore a vote to say we want to get that feedback to inform how we move forward with change tracking. When the TC has that feedback we can select one or other of the proposals to work on, or reject both and consider another way forward.
