I think this proposal goes beyond what should be done within an errata. ODF 1.2 is marked by the office:version and manifest:version attributes. The issue at hand are really implementation bugs. 

If a consumer wants to be able to read files of a later ODF version it should be flexible on encountering unknown attributes. 

Of course there is a general problem with producers writing files that claim to be from a future ODF version before said version has been finalized.  In fact it seems that the manifest:version attribute was already part of the 2009 manifest proposal.
