ODF 1.2 was approved with this attribute being required. 

Yes some implementations based on the OOo code base has failed to write the attribute. Of course there are also other places where the same implementations also fail to follow the ODF spec.  Changing this requirement now _after_ approval of ODF 1.2 will have those implementations that correctly followed that spec be suddenly put in the position of _unnecessarily_ causing this warning in Excel. So saying that "Gnumeric is permitted to continue to produce the attribute." is utter nonsense. We used to produce the attribute since the ODF 1.2 standard is very clear about it being required. So we accepted the price we had to pay in terms of warnings by Excel.

What's next? Change the way error values are being stored since none of the OOo/LO implementations is getting that right?
