ODF TC Meeting time during DST transition

Daylight Savings Time  begins Sunday
March 11th in the US/Canada, and Sunday March 25th in UK/Europe.

So we have two meetings, March 12th
and 19th, where the time has changed in the US, but not in Europe, before
we sync up again on the 26th.

The way we handled this in the past
was to modify the schedule as follows:

March 5th 1430 UTC == normal schedule
March 12th 1330 UTC ==  normal
local time for US, 1 hour earlier for UK/Europe and China
March 19th 1330 UTC ==  normal
local time for US, 1 hour earlier for UK/Europe and China
March 26th and beyond 1330 UTC ==  normal
local time for US, UK/Europe, 1 hour earlier for China
