Right having a table:table inside a draw:frame would be possible. However I think it would make much more sense to also support table:table directly like it is done for text-content where also no additional draw frame is needed. A draw frame for me is more like an embedded thing into the text. Not sure if that would allow easy moving of the cursor from the text to the table which I think I as a user expect.

The table:table would be placed like it it is done in a normal office:text. So it can be there after a text:p which means it would be below that paragraph.
