The current ODF 1.2 text reads:
"The draw:z-index attribute defines a rendering order for shapes in a document instance."

From this text it is not clear what it means since the  numbers in question could be interpreted in increasing or decreasing order and it is not specified that later rendered objects cover earlier rendered objects. 

Testing with the spreadsheet components of recent versions of AOO, LO and KSpread shows that in these implementations in fact show the object with larger z-index to cover part of object with smaller z-index. This should be formalized.  

Note that the member proposal mentioned above would in fact change the schema (contrary to the statement in the proposal since the current schema gives:
"The draw:z-index attribute has the data type nonNegativeInteger" and the proposal would allow for negative indices.
