Jos pointed out some useful data points on how rotation direction is interpreted.  To clarify the meaning of the \ and /, because I interpreted them backward than the actual behavior, LO/OO rotate counterclockwise and MS Office rotates clockwise.

Another data point is SVG.  Rotation is defined in SVG 1.1 2nd edition in section "7.4 Coordinate system transformations" (http://www.w3.org/TR/SVG/coords.html#EstablishingANewUserSpace).  If I interpret that right - even though the rotation matrix as defined (linked from the rotate defintion in 7.6) seems to indicate counterclockwise, SVG rotates clockwise.  I think it's because the default coordinate axis has the y-axis "down", but I'm not terribly familiar with SVG.
