We clearly say "degrees" in 1.2 but a number of implementations, which followed 1.1, where no units were specified, use "radians." 

I hesitate to suggest we change 1.3 to say "radians" but allowing applications to by default not conform to the standard seems equally bad. 

Having said all that, the differences in rotation seem to be an even more serious problem for interoperability.
