The proposal is "For ODF1.3 I suggest to deprecate them in favor of a solution nearer to SVG." and to adapt the 1.2 spec to conform the actual implementations and the corpora of existing documents. Apparently no existing implementation follows the present spec here, so the argument does not apply.
