The only paragraph in ODF 1.1 Appendix E section E.4 is

Review at SC34 WG6 confirms that the URL is incorrect and fails with a 404 HTTP Response.  The ODF TC main page provides a direct link to an ODT file.  The simplest reviewable location of the material is at http://docs.oasis-open.org/office/office-accessibility/v1.0/ where users have the choice of ODF, HTML, and PDF versions.

Now that there is an approved Committee Specification, and its location is known, the last sentence of the paragraph is unclear.  Although there will conceivably be further versions, they will probably not be specific to ODF 1.1.
