ad style:font-independent-line-spacing:
As far as I understand the specification attribute style:font-independent-line-spacing specifies, if the font metric is used or not for the line spacing calculation. Thus, it can be used to in combination with the others.
Its usage in OpenOffice seems to be limited to the EditEngine, which is used in OO Calc, OO Draw, OO Impress and Drawing object in OO Writer, but not in the Writer text engine.

ad fo:line-height, style:line-spacing and style:line-height-at-least:
As far as I know style:line-spacing and style:line-height-at-least are needed to express a "line spacing" which is not covered by fo:line-height.
We have already same wording regarding how the attributes play together. I think further clearance is needed here.

OpenOffice's document setting "UseFormerLineSpacing" is specified in the feature specification document found at http://www.openoffice.org/specs/writer/compatibility/text_lines_and_prop_line_spacing.sxw (text document in OpenOffice.org XML file format)

OpenOffice's document setting "AddExternalLeading" is specified in the feature specification document found at http://www.openoffice.org/specs/writer/compatibility/external_leading.sxw  (text document in OpenOffice.org XML file format)
