See 19.510.2 <draw:frame> in "The interpretation ...". According to specification, the reference depends on anchor and is:
anchor in table cell -> surrounding table box (what is a table box?)
anchor in text box -> surrounding text box
other cases -> width of page or window

Apache OpenOffice and LibreOffice have implemented it the way described below in Writer(relative values are only implemented for Writer) in "Page layout":
Anchor to -> basic value for percent
page -> page without margins (that is more than the page text area)
text-box ("frame" in AOO) -> "frame" size subtract padding given by borders
paragraph in body text -> column width; page text area height
paragraph in text-box -> "frame" size subtract padding given by borders
paragraph in section -> column width; current section height, if smaller than page text area height, otherwise page text area height
paragraph in header/footer -> size of header/footer text area (=header/footer without margin and subtract padding given by borders)
paragraph in table cell -> table cell size subtract padding given by cell borders

In "Web layout" the cases "table cell" and "text-box" remain, and case "other cases" is implemented with basic value window.

The specification does not consider margins, padding, header and footer, and is not specific enough regarding anchors, compared with the implementations.

The two cases "page" and "paragraph" are useful in content. But the wording and the description does not fit to the observed implementation. Especially "paragraph text area" does not fit. For direction width, compare anchor to "frame" and anchor to paragraph in body text, if more than two columns exist. For direction height, "paragraph text area" can easily be misunderstood as "area, which a paragraph covers".
