Do i understand correctly that the user can enter the position of the page break
in the Word UI that generated this "w:br" element in OOXML?

<text:soft-page-break/> has a different meaning: it is just a marker where the
generating application happened to do a page break because the page was "full"
(that's what the "soft" means, see ODF 1.2, 19.897 text:use-soft-page-breaks).

It usually does not make a difference when a paragraph is split in two paragraphs
in this situation to get a "real" page break with fo:break-after / fo:break-before,
but there are situations where it does make a difference:
* if the paragraph is a list item
* if the paragraph has an xml:id
