The proposal says: "If these attributes, style:scale-to-pages and style:scale-to are absent, a document is not scaled." Since there are other attributes affecting scaling even in the absence of the proposed attributes scaling might have to happen. SO that sentence should be modified.

It is also not clear what the interaction between the proposed attributes and style:scale-to-pages and style:scale-to. What happens if several of them are specified?
