I have amended the meeting for Aug. 3rd to show it doesn't count for
voter eligibility.

BTW, you have discovered a resource in Kavi that I did not know
existed! I refrained from looking at the lifetime statistics. ;-)

Your observations on attendance are part of the answer to who has or
doesn't have voting rights.

The first place to look is the TC Roster on the TC member page for ODF:

Note the role column that distinguishes between observers and members
(there are other distinctions as well).

It is at this page that I should be making the distinction between
members (no voting rights) and voting members.

I will amend the minutes as you indicate and set voting/non-voting as
of the last meeting.

The amended minutes should go out today.
