affiliation moved from KDE to Logius

Hello all,

As I announced this fall, my affiliation has moved from KDE to Logius. 
Logius is the department within the Netherlands Ministry of the Interior 
and Kingdom Relations.

I already was working for Logius since September 2015.
Camilla Boeman is now the primary contact for KDE.
