Patrick: Is the purpose of VDB to calculate the depreciation of an asset
between some start date (start period) and some end date (end period)
where start date is > 0 and end date is less than an entire period?

similar wording
Jos van den Oever: "VDB allows for the use of an initial-period option
to calculate
depreciation for the period the asset is placed in service. VDB uses the
fractional part of start-period and end-period to determine the
initial-period option. If both start-period and end-period have fractional
parts, VDB uses start-period's fractional part."

startperiod > 0? or some other meaning?
