I have tested the behavior with a current PowerPoint from MS Office 365. Now the orientation of the rotation is the same as in LibreOffice for negative angles. The angle is still used in radians. PowerPoint is yet not able to do skew-transformations. MS Office 356 has an error, that positive angles are rendered wrongly. Example rotate(-5.23599) and rotate(1.0472) should be same rotation because -5.23599+2*pi=1.0472, but rotate(1.0472) is rendered different.

> In the odf spec 1.2 it is mentioned that the angles in draw:transform are given in degree. In 1.1 this was not specified. Looks like the applications use radiant instead of degree to specify this. Also there are quite a lot of documents already out that use radiant.
