A form control is inserted in the text by an <draw:control> element. That is an element with styles of family graphic. As such it has its own text styles. The new <text:drop-down> element acts as ordinary text  and can therefore be styled by the text properties of the paragraph and or a span element. It always integrates into the surrounding text and follows style changes in the surrounding text without any change on its own properties.

Its selected value is part of the reference text, if the source of the reference contains the <text:drop-down> element. That is not the case for the value of a form control referenced by a <draw:control> element.
