Here it is the fo:margin (or the special fo:margin-left attribute; LTR) of <style:paragraph-properties>. That is "indent" in LibreOffice UI. Do you have tested tabs in paragraphs in lists? It seems, that fo:margin-left from <style:list-level-label-alignment> is considered, if it is applicable. And for old kind lists, as in presentation documents, the sum of text:space-before and text:min-label-width is used. Do you know the behavior for RTL scripts?
