I have compared it with the way browser render borders around portion of text and how they draw a shadow for this box. To get a distance between shadow and surrounding text, margin-left and margin-right are needed. Seamonkey, Edge, Chrome support margin-left and margin-right. Before deciding here, we need to agree on how shadows are drawn. That is part of OFFICE-3947

In CSS margin-top and margin-bottom are not evaluated for inline elements. In CSS margin-left and margin-right are possible for inline elements. But in browsers Firefox, Chrome and Edge only margin-left is evaluated.
OOXML has no child element or attribute for margins for its rPr element at all. LibreOffice has not implemented margin elements for text portions.
I propose to _not_ add margins and reject OFFICE-2009 in this aspect.
